The memorandum of understanding opens opportunities for maritime law seminars, student participation in research, and joint programs benefiting both institutions.

Tulungagung – Universitas Tulungagung (UNITA) and the Gerakan Ingat Selamat Layar Indonesia Association (GISLI) officially signed a memorandum of understanding on Wednesday, 5 August 2026. The agreement provides an umbrella framework for cooperation in education, research, community service, and other programs aligned with the roles of both institutions.
The document was signed by Universitas Tulungagung Rector Dr. Muharsono, M.Si., GISLI Chairman Irjen Pol. (Ret.) Drs. Mudji Waluyo, S.H., M.M., and GISLI Treasurer Setyawati Fitri Anggraeni, S.H., LL.M. The signing was followed by an exchange of documents and a joint photo session.
The event ran from 9 a.m. to noon. Following the opening, the Indonesian national anthem, and a prayer, participants heard a presentation on the memorandum’s main provisions. The program continued with the signing, a follow-up discussion, concluding remarks, and addresses by the leaders of both institutions.

The memorandum provides a foundation for developing more operational programs. Each party may appoint a unit or authorized official to coordinate the implementation, monitoring, and evaluation of joint activities.
The follow-up discussion focused on translating the agreed scope into a joint agenda. Activity and funding arrangements will be prepared under work programs approved by both institutions. The memorandum sets a five-year cooperation period and allows for an extension by mutual agreement.
The event concluded with a summary, remarks from the institutional leaders, and a group photo. The signing marks an initial step by UNITA and GISLI to connect the university’s academic capacity with maritime safety, maritime law, and broader maritime issues through measurable and sustainable activities.
